Albany's on a roll, and it's not just because the New York capital is there. Albany, like a lot of the cities on this and other lists, is a state capital. But Schenectady has a lot going on as well. GE has its main research and development campus outside of town, is adding 500 employees at its alternative-energy division, and is building a 350-employee battery factory as well. And AMD spinout GlobalFoundries is building a $7 billion, 2 million-square-foot chip-fabrication plant in Malta that the company says is one of the largest new manufacturing projects in the world. It will employ 1,600 after production starts next year.
